The Olympic Delivery Authority is inviting experienced arts organisations or curator/producers to programme, manage and deliver a number of exciting, innovative and high quality, artist-led, temporary commissions and participatory projects focused around the edges of the Olympic Park site from August 2010 to December 2011.
In response to the physical transformation of this part of London the ODA and key stakeholders wish to encourage local engagement with the regeneration process, focusing on local communities/users on the fringes of the Olympic Park site to foster a sense of ownership and local involvement.

BRIEF
The Olympic Delivery Authority (ODA), supported by Arts Council England (ACE), is seeking to commission experienced arts organisations or curator/producers to programme, manage and deliver a number of innovative, exciting, and high quality artist-led, temporary commissions and participatory projects focused around the edges of the Olympic Park site in east London.
With the major construction or 'big build' phase underway, the Olympic Park site is closed to the public, and the current hoardings are being replaced by a new security fence in order to maintain a safe construction site. The building of the Olympic Park and venues is one of the largest construction and engineering projects in Europe, and after 2012 will go on to be transformed into one of the largest urban parks created in Europe for more than 150 years.
In response to the physical transformation of this part of London and to the wider regeneration and legacy aims of the area, the ODA and key stakeholders wish to encourage local engagement with the regeneration process, focusing on local communities/users near to the Olympic Park site.
Funding has been agreed to support the project until the end of 2011. This project forms Phase Two of the Inside/Out programme developed and delivered by the Arts and Culture Strategy team at the ODA. The team successfully commissioned Film and Video Umbrella to deliver the first Inside/Out project which resulted in Memory Marathon; a film made by artist Simon Pope completed in March 2010.
Inside/Out: Phase Two is funded by the Arts Council England (the national development agency for the arts in England, further details can be found at www.artscouncil.org.uk) and the Olympic Delivery Authority.
Aims
- To develop and deliver a vibrant and innovative programme of temporary, artist-led commissions that engage with residents and user groups local to the Olympic Park.
- To encourage engagement with communities adjacent to the boundaries of the Olympic Park site, including equality target groups.
- To commission artists to encourage active involvement of local community groups and future user groups, especially those who would not normally access large regeneration projects, in developing a creative response to the opportunities and challenges raised by the Olympic Park development.
- To foster a sense of ownership of, and local involvement in, the development of the Olympic Park, supporting the delivery of an accessible and inclusive Games and a legacy that helps to ensure the widest possible community ownership of the Olympic Park and surrounding area.
- To contribute to the long-term work of the London Development Agency (LDA), Olympic Delivery Authority (ODA) and London Organising Committee of the Olympic Games and Paralympic Games (LOCOG), to deliver an integrated, high-quality cultural offering in the Olympic Park, involving local communities in the five Host Boroughs (Greenwich, Hackney, Newham, Tower Hamlets and Waltham Forest) and Lower Lea Valley.
- To engage with the emerging overall vision for arts and culture in the Olympic Park which advocates:
- honouring the history of the past;
- capturing the imagination of the present;
- leaving space for aspirations of the future.
Indicative projects could take (but are not limited to) one or more of the following forms:
Walking, cycling, dance, planting/gardening, oral history, publications, film, digital technology and online formats.
Applicant specification
- programme and ensure delivery of at least one high-quality, temporary commission or project within agreed timescale;
- write artists’ briefs; manage, support, contract, commission and appoint an artist or artists and oversee commissions;
- work proactively with the support of the project steering group, comprising the client and key partners, to develop the overall project, commissions and communications strategy;
- work with the client to identify potential sites for temporary commissions (external to the Olympic Park development);
- work with the client to identify potential partners for community engagement as part of the temporary commissions;
- ensure project outputs and milestones are reached on time and on budget; keep records in line with expenditure and accounting;
- undertake full project evaluation as set out by the client;
- attend regular progress meetings and provide project updates; seek to engage with hard to reach and diverse groups, including but not limited to black, Asian and minority ethnic groups, faith and belief groups, women, and disabled people;
- pursue an educational strand to run throughout the programme;
- show creativity of approach and flexibility to developing proposals in partnership with the ODA and steering group throughout the development of the overall programme and the commissioning process;
- have an awareness of and willingness to engage positively with the challenges and opportunities surrounding regeneration projects; and - undertake further reasonable duties in relation to the programme.
The successful applicant will be contracted to the ODA and will be subject to ODA terms and conditions.
Projected budget
The overall project budget is all inclusive and will cover all management costs, programme, artists' fees, commission costs, materials, installation, delivery and relevant insurances: up to £132,000 including VAT.

Criteria
The successful applicant should:
- have a minimum of five years' experience of successfully managing high-quality, high-profile, contemporary art commissions AND participatory projects in the public realm;
- have a minimum of five years' experience of successfully delivering art commissions AND participatory projects to programme and budget;
- have experience of engaging creatively with local communities within one or more of the five Host Boroughs and good knowledge and awareness of creative activity in this area;
- have a track record of working with diverse communities on arts projects; and - have a demonstrable understanding of the issues faced by the communities adjacent to the Olympic Park site.
The key attributes the ODA is looking for when seeking to award the Contract is for an organisation who can work in partnership with stakeholders, engage a variety of local groups and commission experienced artists to produce high quality projects which make a lasting impact on those involved in the project, and those who work, live, play and travel in the areas surrounding the Olympic Park.
