The Council of Europe "Cultural Event" (CECEL) label recognises exceptional and innovative cultural and artistic projects, which convey strong messages related to the Council of Europe’s mission and values and address key challenges of the European societies of today.

To the Council of Europe, art is much more than entertainment: it is a vehicle for the expression of individual and community concerns, for shaping ideas and connecting people. Art is an element of the wider societal communication and debate and as such contributes to forming the identity and outlook of communities. Through the new Council of Europe “Cultural Event” Label (CECEL), the Council of Europe will seek to support art and cultural events which help communicate its key messages.
The CECEL will contribute to the organisation’s wider social and political aims while at the same time emphasising excellence, scholarship, artistic freedom and integrity. The CECEL will be awarded to projects which highlight critical issues for European societies.
Through the award of the CECEL Council of Europe will give a moral support to projects which promote by means of art, culture or heritage Council of Europe values and mission such as:
Values : Human Rights, democracy, rule of law.
Priorities: cultural identity and diversity, integration and rights of minorities, social rights, fights against exclusion, prevention of intolerance and discrimination, prevention of violence against women and children, intercultural dialogue, combating corruption, organised crime and terrorism, education of citizenship, social impact of climate change, gender equality.
Campaigns: Speak out against discrimination, Stop domestic violence against women, Dosta! Fight prejudices towards Roma, All different all equal, Building a Europe for and with Children.
Aim
The CECEL recognises a small number of exceptional and innovative artistic projects which convey strong messages related to the Council of Europe’s work and critical issues for European societies;
The projects selected will be linked to the Council of Europe activities concerned and contribute to their visibility.
Selection
The CECEL will be awarded every calendar year to a small number of candidates;
The candidatures should be submitted to the Council of Europe by 30 June of the calendar year;
The selection committee will choose the projects to be awarded on the basis of artistic value, relevance to the theme, innovative approach, diversity of audiences and means of expression, geographical scope, etc.
Visibility
The Council of Europe will give publicity to the event selected via its website on culture and cultural heritage;
The awarded projects will be asked to use the CECEL label according to the rules defined by the Communication Department of the Council of Europe ;
The organisers of an event will provide a space for a Council of Europe message in the catalogue or other publications related to the event and allow an address of a Council of Europe representative at the opening of the event.
